Investigating the depth of public participation in the Gauteng Integrated Development Planning (IDP) processes, and deepening its impact on IDP development for the Gauteng Department of Local Government

David and Nobi, working with Hein Marais (author of South Africa: Limits to change) have won a tender to assess the nature of public participation in IDPs – the legally-created instrument and set of attendant processes that are meant to ensure the public participates in setting their own development priorities, which should cascade upwards to ensure that Provincial growth & Development Strategies and other planning tools are driven by needs on the ground, not merely by budgets, technical ‘experts’ or others. At the same time, the team also has to assess how to deepen the impact of this participation on the production of IDPs. This very challenging project has been designed as a bottom-up intervention, working from communities and individuals, and their organisations, through to councillors and officials, community development workers and IDP co-ordinators, then to planners, to see how to deepen participation and the impact of participation on planning.
